COMMUNICATIONS
a. Request from Connie and Lou Browne to display a "Grand
Opening" banner for 30 days for C& L Cleaners, 296 N. Main Street,
Freeport, NY.
b. Request from Bishop Julio Freitas to display a banner for the
Universal Church, 150 N. Main Street, Freeport for six to eight months.
c. Request approval of Board of Trustees Minutes dated September 13, 1999
and September 24, 1999.
2. COUNSEL — Harrison J. Edwards
a. Request to amend the Vehicle and Traffic Regulations as follows: Section
41 — Parking prohibited at all times unless otherwise designated. No
person shall park a vehicle within the designated areas in the following
streets at any time, or at the times otherwise indicated. ADD: Albany
Avenue, east side, beginning at the north curb line of the Albany Avenue
Boat Ramps north driveway for a distance of 380 feet in a northerly
direction.
3. PUBLIC WORKS — Louis DiGraziaa. Request authorization to advertise a
Notice to Bidders on October 14, 1999 in the Freeport Leader and other
relevant publications for Roof Rehabilitation at Hose Company No. 5 with a
returnable bid date of November 2, 1999.
4. ELECTRIC - Hubert M. Bianco
a. Request permission for Hubert M. Bianco to attend the New York
Independent System Operator Meeting On October 18 and 19, 1999 in Albany,
New York at cost of $350.00.
5. BUDGET AND PROCUREMENT — Teresa
Baldinuccia. Request authorization
to transfer $1,000.00 FROM account 1320.453 Auditor: Schools & Seminars
TO account 1355.402 Assessor: Printing, Stationery & Supplies.
b. Request to award bid for Emergency Board-ups to Cipco Boarding
Company, 30 Wood Street, Lynbrook, NY 11563 for one (1) year, with an
optional one (1) year extension, in the amount of $545.00, which represents
pricing for standard Board-up requirements and is solely for the purpose of
facilitating the comparison of bids; the contractor's compensation will be
based on the actual quantities of work completed, whether they be more or
less than shown herein.
c. Request to award bid for 40,000 Gallons #2 Fuel Oil-Gas Turbine to
East Coast Petroleum Inc., 340 Jackson Avenue, Bronx, NY in the amount of
the Average NY Harbor Barge Resellers posted price + $0.0 170 per gallon
delivered.

COMMUNICATIONS
a. Request approval of the Board of Trustees Minutes dated September 27,
1999 and October 4, 1999.
b. Request from the Nautical Association to display a nautical banner at
the intersection of Front Street and Woodcleft Avenue from the north to the
south side of the street. Further request the banner be displayed year round
and that the Electric department be requested notified to hang this banner.
2. VILLAGE COUNSEL — Harrison J.
Edwardsa. Request to amend Vehicle and

otherwise indicated. DELETE: Albany Avenue, south from East Merrick Road.
Albany Avenue, west side, from a point 50 feet south of Mill Road for a
distance of 230 feet in a southerly direction, from 8:00 a.m. to 4:00 p.m.,
except Saturdays, Sundays and holidays.
b. Request to amend Vehicle and Traffic Regulations as follows: Section

3. AUDITOR - Thomas J. Preston
a. Request permission for Thomas Preston to attend the New York State
Government Finance Officers Association meeting on October 20, 1999 in
Albany, New York at a cost not to exceed $100.00. Further request permission
to use a Village car to attend this meeting.
b. Recommend the Village adopt the New York State Real Property Tax Law,
Section 987, effective with the March 2000 tax bills.
4. ASSESSOR — Bernadine Quintona. Request permission to correct the
1999 assessment roll, issue credits, corrected tax bills or refunds as
required, pay costs as ordered and carry forward 1999 assessment reductions
to the 2000 Village assessment roll s required by state law for the various
properties.
5. ELECTRIC - Hubert M. Bianco
a. Request permission for Hubert Bianco to attend the 2000 Strategic
Marketing and Economic Development Workshop on December 10, 1999 in
Washington, D.C. at an approximate cost of $600.00.
6. PUBLIC WORKS — Louis DiGraziaa. Recommend the Village extend the
contract with Kramer Chemicals Inc., 266 Harristown Road, Glen Rock, NJ to
deliver liquid caustic soda to the Water Department for January 1 —
December 31, 2000 at a cost of $20.25 cwt. firm for the first six months
with price adjustments for remaining six months based on contract language
and published wholesale price.
7. BUDGET & PROCUREMENT - Teresa Baldinucci
a. Request permission for Teresa Baldinucci to attend the New York
Government Technology Forum on November 9 and 10, 1999 in Brooklyn, New
York; and further that travel expenses be reimbursed.
8. BUILDING — Joseph M. Madigana. Request to award bid for Construction
Portion of Flood Mitigation Project Bid #99-09-BLDG-008 to Talty
Construction Inc., 108 Powell Avenue, Rockville Centre, New York 11570 at a
cost of $75,000.00.

Unitarian Church to hold a hayride, October 3 1, 1999, from 11:00 am to 12:00
noon on Rose Street between South Ocean Avenue and Miller Avenue.

a. The 2000/2001 Tentative Assessment
Roll of the Incorporated Village of Freeport will be filed on November 1,
1999, and will be open for inspection during normal business hours from
November 1, 1999 to November 16, 1999 in the Village Clerk's Office and in the
Assessor's Office. Further request that the Village Clerk publish and post the
required legal notice in the Leader and other relevant publications of general
circulation.

Course, November 15-17, 1999, in Colorado Springs, Colorado, for an

Village of Freeport, Chapter 134, entitled "Landmarks Preservation",
Article V. Section 134-9 and Section 134-10, by creating a new Article V, to
provide for a tax exemption for landmarked property.
2. A local law to amend Chapter 210, Article
XIII, of the Code of the Inc. Village of Freeport, entitled "Marine
Industrial Districts" by adding Section 2 10-1 16.M.
3. A local law to amend Chapter 215, entitled
"Special Use Permits" by amending Section 215-1 entitled 'Permitted
Special Uses" by adding an additional zoning district.
