COMMUNICATIONS
a. Request approval of the Board of Trustee Minutes dated
December 20, 1999.
2. VILLAGE CLERK - Anna Knoeller
a. Request approval of miscellaneous sidewalk resolutions to
Armond Cement Contracting Co., Inc. for a total cost of $4,849.56.
3. ASSESSOR Bernadine Quinton
a. Request permission to add a county exemption (code 13100) to
Section 55, Block
353, Lots 959 and 960 )V/L N/O 260 Babylon Turnpike) in the
amount of
$890.00 to the 2000/01 final assessment roll and further
request permission for
the Treasurer to remove the Village held liens for the years
1991,1992,1993,1994,
1995, 1996, 1997, 1998, and 1999.
b. The 2000/2001 Final Assessment Roll of the Incorporated
Village of Freeport will be filed on January 3, 2000 pursuant to
Sec. 1410 of the Real Property Tax Law of the State of New York
and will be open for inspection during normal business hours for
fifteen days after publication of said notice in the Village Clerk’s
Office and the Assessor’s Office; and further reques the Village
Clerk to post and publish the required legal notice in the Leader
and other publications of general circulation.
c. Request authorization for Bernadine Quinton to attend the
Fundamental of Exemption Administration Course in Suffolk County
on January 10 and 11, 2000 at a cost of $250.00.
4. PUBLIC WORKS Louis DiGrazia
a. Request authorization to advertise a Notice to Bidders in
the Leader and other relevant publications of general circulation
on January 6, 2000 for the "2000 Water Well Rehabilitation
Project" with a returnable date of January 25, 2000.
b. Request authorization to advertise a Notice to Bidders on
January 13, 2000 in the Leader and other relevant publications of
general circulation for the Freeport Fire Department Training
Facility Bulkhead Replacement Project with a returnable date of
February 1, 2000.
c. Request authorization to advertise a Notice to Bidders on
January 20, 2000 in the
Leader and other relevant publications of general circulation
for the Annual Catch
Basin & Road Panel Contract — March 1, 2000 to February
28, 2001 with a
returnable date of February 8, 2000.
d. Recommend the contract "Window Replacement at Village
Hall" be awarded to Capital Restoration Corp., 788 Greta
Place, Bellmore, New York, in the amount of $28,786.00 total bid.

To consider a local law to amend Chapter 120 of the Code of the
Incorporated Village of Freeport, New York, entitled "Garbage,
Rubbish and Refuse" by amending Section 120-1 Entitled
"Maintenance of Premises".

MAYOR AND BOARD OF TRUSTEES
a. Request approval for Mayor William Glacken to attend the
U.S. Conference of Mayors Winter Meeting to be held January 25-28,
2000 in Washington, D.C. at an approximate cost of $1,500.00.
2. COMMUNICATIONS
a. Request approval of Board of Trustee Minutes dated January 3
and January 10, 2000.
b. Request permission for the William Clinton Story Post #342
to conduct the annual Memorial Day Parade on Monday, May 29,
2000; and further appoint Charles Jackson as Chairperson for the
Parade; and further that all participants assemble at the high
school on S. Brookside Avenue, proceed east on Merrick Road with
services to be conducted at the Freeport Memorial Library.
3. VILLAGE CLERK - Anna Knoeller
a. Request approval of various sidewalk resolutions to Armond
Cement Contracting Co., Inc. for a total cost of $8,781.96.
4. COUNSEL- Harrison J. Edwards
a. Request approval for the Proposed Grant Award between the
Division of Criminal Justice Services and the Incorporated Village
of Freeport in the sum of $5,000.00; and further request the Mayor
be authorized to execute this contract.
b. Request resolution between the Town of Hempstead and the
Incorporated Village of Freeport for Fire Protection in the South
Freeport Fire District from January 1,2000 through December 31,
2000 and further that the Mayor be authorized to execute said
agreement.
5. ELECTRIC — Hubert M Bianco
a. Request permission for Sharon Koehier and Robert Smith to
attend the Billing and Accounting Workshop in Albany, New York, on
January 26-27, 2000 at a cost of $1,300.00 plus expenses.
b. Request permission for Karl Ibsen to attend the New York
Market Orientation Course in Albany, New York, on February 22-25,
2000 at a cost of $1,200.00 plus expenses.
c. Request permission for Hubert M. Bianco to attend the
proposed New York Independent System Operator Committee Meetings
held in Albany and New York City on April 6,19,20, May 4,17,18,
June 1,21,22, July 6,19,20, August 4,23,24, September 7,21,22,
October 3,18,19, November 2,29,30, December 7,11,12, 2000 at a
cost of approximately $325.00 per meeting.
d. Request permission for Hubert M. Bianco to attend the APPA’S
CEO Roundtable Conference in Scottsdale, Arizona on March 5 —7,
2000 at a cost of $895.00 pius expenses.
e. Request permission for Hubert M. Bianco to attend the APPA
Legislative Workshop and Rally in Washington, D.C. on January 30—
February 2, 2000 at a cost of S85 0.00 plus expenses.
6. PUBLIC WORKS - Louis DiGrazia
a. Recommend acceptance of the contract "1998 Handicap
Ramp Program" at a final cost of S3 1,497.15 with the 5% retainage
to be released upon Village Board of Trustees accepting this
contract and the submitting and approvai of a 100% maintenance
bond.
b. Request to advertise Notice to Bidders on February 17, 2000
in the Freeport Leader and other relevant publications of general
circulation for Dump Truck with a returnable date of March 7,
2000.
7; PURCHASING - Teresa Baldinucci
a. Request to advertise Notice to Bidders on January 27, 2000
in the Freeport Leader and other relevant publications of general
circulation for Police Officers and Dispatchers Uniforms for the
fiscal year 2000-200 1 with a returnable date of February 15, 2000.
b. Request authorization to transfer $2,500.00 From Account

To consider the proposed contract between the Village of Freeport
and the Freeport Volunteer Fire Department for the furnishing of fire
protection within the Village of Freeport for the fiscal year 2000-200
1 for a cost of
$122,000.00.
2. To consider a special permit pursuant to Section 210-1 16.M of
the Code of the Incorporated Village of Freeport for Town and Country
Dental Studios, 275 South Main Street.

a. Request approval of the Board of Trustees Minutes dated
January 24, 2000.
b. Request permission for Kathleen Keating to attend
"Government Action Day" on February 1, 2000 in Albany,
New York at a cost of $60.00.
c. Request permission for Joseph Madigan, Richard E. Holdener
and Donald K. Rowan to attend the 2000 NDMS Conference in Las
Vegas, Nevada, April 29 -May 3, 2000 at an approximate total cost
of $3,900.00.
2. PUBLIC WORKS - Louis DiGrazia
a. Request the contract "Annual Curb & Sidewalk
Program — January 1, 1999 to February 29, 2000", awarded to
Armond Cement Contracting Co., 506 Armond Street, Uniondale, New
York, be extended until February 28, 2001, in accordance with the
contract documents.
b. Recommend that the contract, "2000 Water Well
Rehabilitation" be awarded to the lowest responsible bidder,
Layne Christensen Co., 1126 Lincoln Avenue, Holbrook, New York, in
the amount of $123,750.00 total bid.
3. POLICE — Michael E. Woodward
a. Request permission for Det. Zina Leftenant and Det.
Bienvenido Andujar to attend the Magloclen Annual Capital District
Gang Conference in Albany, New York March 14 — 15, 2000
at an approximate total cost of $670.00.
4. BUDGET AND PROCUREMENT - Teresa Baldinucci
a. Request to transfer $3,300.00 FROM Account 1990.401
(Contingency) TO Account 1210.410 (Mayor’s Office-Other).
5. COMMUNITY DEVELOPMENT - Ellen Kelly
a. Request to set a public hearing on March 27, 2000 for the 26th
Year Community Development Block Grant (CDBG) program that
runs from September 2000 to September 2001, and further that the
Clerk advertise a Notice of Public Hearing in the Leader and other
relevant publications of general circulation on February 10, 2000.
