MAYOR AND BOARD OF TRUSTEES
a. Request approval for Mayor William Glacken to attend the
NYCOM 2000 Winter Legislative Meeting in Albany, New York on
February 27 29, 2000 at an approximate cost of $1,200.00.
2. COMMUNICATIONS
a. Request approval of the Board of Trustees Minutes dated
January 31, 2000 and February 1, 2000.
3. PUBLIC WORKS Louis DiGrazia
a. Recommend acceptance of the contract "1998 Street
Improvements Contract "A" at a final cost
of$1,051,607.05 with the retainage to be released upon Village
Board of Trustees accepting this contract and the submitting and
approval of a 10% maintenance bond.
b. Recommend the contract "Freeport Fire Department
Training Facility Bulkhead Replacement Project", be awarded
to the lowest bidder, Atlantic Coast Dock Builders, 72 Tahlulah
Lane, West Islip, New York, 11795 in the amount of $243,720.00
total bid.
4. BUILDING - Joseph M. Madigan
a. Request to accept contract of Talty Construction Inc., 108
Powell Avenue, Rockville Centre, New York 11570 for Contracts
99-04-BLDG-012, 128 Sportsmans Avenue in the sum of $56,912.00,
and 99-04-BLDG-015, 122 Sportsmans Avenue in the sum of $58,810.00
as final costs with the retainage to be released upon the Village
Board of Trustees accepting these contracts.
b. Request to accept contract of Talty Construction Inc., 108
Powell Avenue, Rockville Centre, New York 11570 for Contract
99-04-BLDG-010, 246 Arthur Street for the sum of $50,600.00 as
final costs with the retainage to be released upon the Village
Board of Trustees accepting this contract.
5. POLICE Michael E. Woodward
a. Request authorization for Mark Wittich and Shawn OSullivan
to attend the 2Day OSHA Course on March 7 - 8, 2000 in East
Elm.hurst, New York at an approximate cost of $861.00.
b. Request authorization for Arthur Burdette, Al Gros, Ray
Eustace, and Miguel Bermudez to attend the Rapid Deployment to
High Risk Incidents Training Seminar on March 27-28, 2000 in White
Plains, New York for an approximate cost of $1,555.00.
6. TREASURER Vilma I. Lancaster
a. Request to advance funds from Fleet Bank, N.A., general fund
account #3-00209466-9 to the elevation project capital fund

1. COMMUNICATIONS
a. Request approval of the Board of Trustees Minutes dated
February 7, 2000.
b. Request authorization for Mayor Glacken to sign the hold
harmless agreement needed for the Freeport Schools to allow use of
the high school grounds for the Memorial Day Parade on May 29,
2000.
2. VILLAGE COUNSEL Harrison J. Edwards
a. Request to set a public hearing on February 28, 2000 at 8:00
p.m. to consider a local law to amend Chapter 180 of the Code of
the Incorporated Village of Freeport, New York, entitled
"Streets and Sidewalks" by repealing section 180-3,
entitled "Use of sidewalks by merchants; shopping carts"
and by adopting a new section 180-3, entitled "Use of
sidewalks by merchants" and by amending Chapter 155 entitled
"Peace and good order" by adopting a new article VII
entitled "Shopping Carts."
b. Request to set a public hearing on February 28, 2000 at 8:00
p.m. to consider a local law to amend Chapter 155 of the Code of
the Village of Freeport, entitled "Peace and Good Order"
by adding a new article VIII, entitled "Panhandling".
3. PUBLIC WORKS Louis DiGrazia
a. Request approval for Oliver Carman, George Mulholland,
Robert A. Capozzoli and James Noone to attend the Ford Engine
Performance Training for 1987-2000 Vehicles in Ronkonkoma, New
York on February 9-10, 2000 at an approximate cost of $756.00.
b. Request the contract "Janitorial Services for the
Department of Public Works" March 1, 2000 February 28,
2001" be awarded to Total Care Cleaning and Maintenance
Services, 300 Woodcleft Avenue, Freeport, New York 11520 for a
total cost of $11,800.00.
4. VILLAGE AUDITOR Thomas J. Preston
a. Request the Board of Trustees authorize the Mayor and the
Village Treasurer to execute a new collateral agreement with
Citibank for accounts kept in that bank as required by Section 10
of the General Municipal Law.
5. BUDGET AND PROCUREMENT - Teresa Baldinucci
a. Request to advertise Notice to Bidders on February 24, 2000
in the Freeport Leader and other relevant publications of general
circulation for Twenty-two (22) Police Mobile Video Systems with a
returnable date of March 14, 2000.
b. Request authorization to transfer $15,000.00 FROM Account

COMMUNICATIONS
a. Request from the Freeport Hudson Anglers, Inc. to hold a
shark tournament on Saturday, June 17, 2000; and further request
the Electric Department hang a banner across Guy Lombardo Avenue
and S. Main Street. Also request the Village make available for
this event barriers for a fire lane, plastic fencing with poles.
b. Request approval of the Board of Trustees Minutes dated
February 14, 15, and February 18, 2000.
c. Request approval for Mayor Glacken to sign the amended hold
harmless agreement needed for the Freeport Schools to allow use of
the high school grounds and school building for the Memorial Day
parade on May 29, 2000.
2. VILLAGE CLERK - Anna Knoeller
a. Written notification of a defective, unsafe, dangerous or
obstructed condition in connection with a village sidewalk 250 West
Merrick Road was received. The Department of Public Works was
notified and upon receipt of their inspection report, the
necessary action will be taken to correct all conditions deemed to
be dangerous.
3. PUBLIC WORKS Louis
DiGrazia
a. Request authorization for Brian Nicholson and John Keane to
attend the Improving Public Works Construction Inspection seminar
in Atlantic City, New Jersey on April 25-26, 2000 at an
approximate cost of $1,500.00
b. Request authorization for Richard Keatley to attend the
Athletic Field/Sport Turf Workshop in Central Islip, New York on
March 20, 2000 at an approximate cost of $59.00.
c. Request the contract "1998 Towing of Impounded
Vehicles" awarded to Ogden Brothers Collision, Inc., 66 East
Merrick Road, Freeport, New York on October 5, 1998 be extended
until February 28, 2001 in accordance with the contract documents.
d. Recommend the contract "2000 Catch Basin & Concrete
Road Panel Contract" be awarded to Nicolino Construction, 555
Southside Avenue, Freeport, New York, 11520 in the amount of
$108,150.00 total bid.
4. ELECTRIC - Hubert M. Bianco
a. Request authorization for Robert Notheis to attend the New
York Independent System Operator Market Training Course in Albany,
New York on April 17-20, 2000 at an approximate cost of $1,200.00,
plus expenses.
b. Request authorization to write off uncollectible accounts
Fiscal Year 1997-1998 in the amount of $30,145.17 effective
February 28, 2000.
