1. COMMUNICATIONS
a. Request approval of Board of Trustee Minutes dated July 17,
2000.
2. COUNSEL — Harrison J. Edwards
a. Request resolution that the offer in the amount of $4,226.12 for
Bill #W4584 be accepted as full settlement of the claim against F.A.
Rodriquez for damages to a Village owned sign, tree, fire hydrant and
fence; and further request F. A. Rodriquez be permitted to settle this
claim by paying $200.00 per week until the total amount is paid.
3. VILLAGE CLERK - Anna Knoeller
a. Written notification of a defective, unsafe, dangerous or
obstructed condition in connection with sidewalk was received at the
following locations:
319 Woodcleft Avenue
315 West Seaman Avenue
189 and 502 Evans Avenue
The Dept. of Public Works was notified and the necessary action
will be taken to correct all conditions deemed to be dangerous.
b. Request authorization for Carolyn Thomas to attend the NYCOM
Fall Training School, Lake Placid, New York September 11-14, 2000 at a
cost of $1,000.00 plus expenses.
4. AUDITOR — Thomas Preston
a. Request authorization for Thomas Preston to attend the NYCOM
Fall Training School, Lake Placid, New York, September 11-14, 2000 at
a cost of $1,000.00 plus expenses.
b. Request authorization for Thomas Preston to attend the Systems
and Software Class, Burlington, Vermont, September 20-22, 2000 at a
cost of $600.00 plus expenses.
5. PUBLIC WORKS — Louis DiGrazia
a. Request to advertise for proposals in the Freeport Leader and
other relevant publications for "Engineering Services for Sunrise
Highway Realignment" project.
b. Request to award contract "2000-2001 Annual Asphalt Paving
Contract" to Twin County Recycling Corp., 50 Engel Street,
Hicksville, New York 11801 in the amount of $149,080.00 total bid.
6. ELECTRIC - Hubert M. Bianco
a. Request authorization for Robert Demes to attend the 2000
Transformer Maintenance Seminar, Miami, Florida, October 30 -
November 1, 2000 at a cost of $1,295.00 plus expenses.
b. Request authorization for Hubert Bianco to attend the American
Public Power Association Board of Directors Meeting, Puerto Rico,
September 27 —29, 2000 at a cost of $1,112.00 plus expenses.
c. Request authorization for Robert Smith to attend the American
Public Power Association "Negotiating Effective Power Supply
Contracts" seminar Philadelphia, Pennsylvania, September 14-15,
2000 at a cost of $575.00 plus expenses.

at an estimated cost of $1,000.00 plus expenses.

October 3, 2000 at an approximate cost of $354.00 per person plus an
additional $155.00 for one year membership in the American Payroll
Association.

6. PUBLIC WORKS - Louis DiGrazia
a. Request authorization for Louis DiGrazia, Robert Fisenne and
Nora Sudars to attend the Waterfront ReDiscovery Conference, Albany,
New York on September 26-27, 2000 for an approximate cost of $150.00
per person.
b. Request to advertise for bids in the Leader and other relevant
publications of general circulation for the contract

New York State Department of State Environmental Protection Fund
Local Waterfront Revitalization for the design of the transient
pier/marina at the Sea Breeze property in the amount of
$100,000.00; and further request the Mayor be authorized to make
application, execute the State Assistance Contract, submit
documentation and otherwise act on behalf of the Village of
Freeport in all matters related to the Project and to the State
assistance provided therefore.
7. ELECTRIC - Hubert M. Bianco
a. Request authorization for the Board of Trustees, Hubert
Bianco, Donald Perkins, William Walsh and the Water and Light
Commission to attend the Municipal Electric Utilities
Association of New York State Annual Conference in Lake Placid,
New York, September 19-22, 2000, at a cost of $578.50 per
person plus expenses; and further that authorization be granted
designating Hubert Bianco as the authorized representative of
the Board of Trustees for this conference.

a. Request authorization for Richard E. Holdener to attend the
Disaster Strikes Workshop, Las Vegas, Nevada on August 28, 2000 -
September 1, 2000 at an estimated cost of $1,500.00.
12. COMMUNITY DEVELOPMENT - Ellen R. Kelly
a. Request a resolution authorizing the Incorporated Village of
Freeport to enter into an agreement with County of Nassau for the
purpose of undertaking a Community Development Program under the Title
1 of the Housing and Community Development Act of 1974, as amended.
b. Request approval for the proposed Grant Application from New
York State Department of State Environmental Protection Fund Local
Waterfront Revitalization in cooperation with the Long Island Marine
Education Center/South Street Seaport Museum, total project not to
exceed $150,000; and further request the Mayor be authorized to make
application, execute the State Assistance Contract, submit
documentation and otherwise act on behalf of the Village of Freeport
in all matters related to the project and to the State assistance
provided therefore.
13. COUNSEL - Harrison S. Edwards
a. Request to schedule a public hearing on September 11, 2000 at
8:00 pm to to amend Chapter 185 of the Code of the Incorporated
Village of Freeport entitled "Taxation" by amending Section
185-19 (A) (B) (C) entitled "Conditions for exemption" and
further that the Village Clerk publish a notice in the Leader and
other relevant publications of general circulation.
PUBLIC HEARING to be held at 8:00 p.m.
To consider proposed amendment to Chapter 42 of the Code of the
Incorporated Village of Freeport, New York, "Personnel Benefits
and Regulations," by repealing Article V, Chapter 42, Section
42-12, Subparagraphs A, B, and C, and adding a new Article V,
Section 42-12, Subparagraphs A, B, and C to allow for an early
retirement incentive for Village of Freeport employees.
