TRUSTEES MEETING SEPTEMBER 11, 2000
1. COMMUNICATIONS
a. Request approval of Board of Trustee Minutes dated August 21,
2000.
2. VILLAGE CLERK - Anna Knoeller
a. Written notification of a defective, unsafe, dangerous or
obstructed condition inconnection with sidewalks was received at the
following locations:

The Department of Public Works was notified and the necessary
action will be taken to correct all conditions deemed to be
dangerous.
b. Written notification of a defective, unsafe, dangerous or
obstructed condition in connection with a Village street was received
for Columbus Avenue and Grand Avenue. The Department of Public Works
was notified and upon receipt of their inspection report the necessary
action will be taken to correct all conditions deemed to be dangerous.
c. Written notification of a defective, unsafe, dangerous or
obstructed condition in connection with the tennis courts at Cow
Meadow Park was received. The Department of Public Works was notified
and upon receipt of their inspection report the referenced Park is a
Nassau County Park and, therefore, no further action is required.
3. COUNSEL - Harrison J. Edwards
a. Request to amend Vehicle and Traffic Regulations as follows:
Sec. 41. Parking prohibited at all times unless otherwise
designated. No person shall park a vehicle within the designated
areas in the following streets at any time, or at the times
otherwise indicated. ADD: Bayview Avenue, South, west side,
beginning at the southerly curbline of Porterfield Place and
continuing for a distance of 75 feet in a northerly direction.
b. Request approval of Edward Byrne Memorial Formula Grant in the
amount of $150,000.00, which is allocated for Police overtime, and
further that the Mayor be authorized to sign any and all documents
necessary to effectuate this grant application.
4. HUMAN RESOURCES - Raymond Straub
a. Request authorization to transfer $9,400.00 from Account
#1990.40 1 Contingency to Account #1410.101 Employee Salary.
5. ASSESSOR - Bernadine Quinton
a. Request authorization to add a Village exemption in the amount
of $8,830.00 to Section 62, Block D, Lot 386 on the 2000/01 final
assessment roll.
b. Request authorization to decrease the assessment on Section
54, Block 319, Lot 239 from $7,020.00 to $933.00 on the 2000/0 1
final assessment roll.
c. Request authorization to increase the assessment on Section 54,
Block 319, Lot 7 from $2,160.00 to $7,020.00 on the 2000/01 final
assessment roll.
6. PUBLIC WORKS - Louis DiGrazia
a. Request authorization for Louis DiGrazia and Robert Fiserme to
attend the American Water Works Association New York Section Annual
Fall Meeting, Montauk, New York, October 10-13, 2000 at an
approximate cost of $350.00 per person.
7. ELECTRIC - Hubert M. Bianco
a. Request authorization for Hubert M. Bianco and Robert Smith to
attend the PGS Energy Training Seminar, Philadelphia, Pennsylvania
on November 7 9, 2000 for an estimated cost of $1,730.00 per
person, plus expenses.
b. Request authorization for Hubert M. Bianco to attend the
Municipal and Rural Cooperative Customer Meeting, Syracuse, New
York, October 4, 2000 at an approximate cost of $100.00.
8. COMMUNITY DEVELOPMENT - Ellen R. Kelly
a. Request authorization for Ellen Kelly to attend the Economic
Development Professional Training Course, St. Paul, Minnesota on
October 16 19, 2000 at an approximate cost of $945.00 plus
expenses.

To consider a local law to amend Chapter 185 of the Code of the
Incorporated Village of Freeport entitled "Taxation" by
amending Section 185-19 (A) (B) (C) entitled "Conditions for
exemption".

1. COMMUNICATIONS
a. Request approval of Board of Trustee Minutes dated September
6, 2000 and September 11,2000.
2. COUNSEL - Harrison J. Edwards
a. Request resolution that the offer in the amount of $150.00 for
Bill #M-1778 in the amount of $613.12 be accepted as full settlement
of the claim against Sharon A. Hutcherson and Tawana L. Hutcherson
for damages to a Police vehicle.
3. ASSESSOR - Bernadine Quinton
a. Request authorization to transfer $6,720.00 FROM Contingency TO
Account 1355.40 1 Other Expenses.
4. PUBLIC WORKS - Louis DiGrazia
a. Request authorization to advertise a Notice to Bidders in the
Leader and other relevant publications of general circulation for
"Latest Model Backhoe Loader" on September 28, 2000 with a
returnable date of October 17, 2000.
b. Request authorization to advertise a Notice to Bidders in the
Leader and other relevant publications of general circulation for
"Latest Model Dump Truck" on September 28, 2000 with a
returnable date of October 17, 2000.
c. Request authorization to accept the contract "Latest
Model Dump Truck" at a fmal cost of $80,995.00; and further
request the Village Treasurer be directed to close Capital Project
Account H5 197.284.
d. Request authorization for Mayor William F. Glacken or his
designated representative to enter into an agreement with the State
of New York Department of Transportation for the authorization to
install, operate and maintain traffic signal preemption equipment by
the Freeport Fire Department and the Village of Freeport at Route 27
@ Henry Street, Route 27 @ Church Street, Route 27 @ Guy Lombardo
Avenue, Route 27 @ South Long Beach Avenue, Route 27 @ South Bayview
Avenue.
e. Recommend acceptance of the contract "1999 Bulkhead
Repairs" at a final cost of $146,563.00 with the retainage to
be released upon Village Board of Trustees accepting this contract
and the submitting and approval of a 10% maintenance bond.
f. Recommend acceptance of the contract "Roof Rehabilitation
at Hose Company No. 5" at a final cost of $66,890.00 with the
retainage to be released upon Village Board of Trustees accepting
this contract and the contractor submitting a one year maintenance
bond.
5. ELECTRIC - Hubert M. Bianco
a. Request approval for George Osman to attend the New York
Market Orientation course, November 14 17, 2000, Albany, New York
at an approximate cost of $800.00 plus expenses.
6. BUDGET AND PROCUREMENT - Teresa
Baldinucci
a. Request authorization to award bid Police Mobile Video Systems
to Kustom Signals, Inc., 9325 Pflunmi Road, Lenexa, KS 66215-3347 in
the amount of $96,470.00.

a. Request authorization to advance $157,702.27 from Fleet Bank,

2. COMPTROLLER - Steve Lieberman
a. Request authorization for Steve Liebernan to attend the
Controllers Workshop in New York City on December 5
- 6, 2000 at a cost of $399.00 plus expenses.
b. Request authorization to establish the following new accounts in

3. PUBLIC WORKS - Louis DiGrazia

Aerial Way, Syosset, New York 11791, to provide engineering services
necessary to prepare construction plans for the "Realignment of
West Sunrise Highway" for an amount not to exceed sum of
$130,570.00.
b. Request authorization to advertise a Notice to Bidders in the
Leader and other relevant publications of general circulation for
Freeport Recreation Center Parking Lot Extension on October 2, 2000
with a retumable date of October 16, 2000.
