| AGENDA BOARD OF TRUSTEES MEETING FEBRUARY 5, 2001
1. COMMUNICATIONS
a. Request that Charles Jackson be appointed coordinator of the
Village of Freeport Memorial Day Parade on Monday, May 28, 2001.
2. VILLAGE CLERK - Anna Knoeller
a. Request approval of miscellaneous sidewalk resolutions to Armond
Cement Contracting Co., Inc., for a total cost of $15,393.27.
3. VILLAGE COUNSEL - Harrison J. Edwards
a. Request authorization for the Mayor to sign any and all
documents necessary to effectuate the State of New York Division of
Criminal Justice Services Grant in the amount of $25,000.00 which is
allocated for a vehicle for the Community Response Unit.
b. Request adoption of Section 384-e of the New York State
Retirement System to provide additional pension benefits for members
of the Freeport Police Department who elect said section, effective
March 1, 2001.
4. ELECTRIC UTILITIES — Hubert Bianco
a. Request authorization for J. China, P. Cullin, J.DelValle, R.
Giordano, M. Gonzalez, G. Greene, V. Hili, E. Jones, W. Leuck, A.
Livingston, B. Newbery, M. Robinson, J. Smith, D. Trella (or his
replacement) to attend the Municipal Electric Utilities Association
Lineman Training Program, to be held on various dates beginning in
February 2001 and continuing through December 2001, at a cost of
$1,400.00 per person.
5. ASSESSOR—Bernadine Quinton
a. Request authorization to add an IDA Exemption on Sec. 62, Blk.
044, Lot 403 in the assessed value amount of $9,158.00 and on See. 63,
BIk. 044, Lot 404 in the amount of $41,360.00 to the 2001 final
assessment and the 2001-02 tax roll.
6. PUBLIC WORKS — Louis DiGrazia
a. Request to advertise for bids for "Rehabilitation of Wells
No. 3, 5, and 9" in the Leader and other relevant publications of
general circulation, on February 8, 2001, with a returnable date of
February 22, 2001.
b. Request to advertise for bids for "Furnishing of Parking
Meters" in the Leader and other relevant publications of general
circulation, on February 8, 2001, with a returnable date of March 6,
2001.
7. BUILDING DEPARTMENT - Joseph Madigan
a. Request to accept contract of J. Cole Construction Co., Inc.,
2704 Grand Avenue, Bellmore, New York, for Contract 99-04-BLDG-022,
for elevation of a residential home at 835 South Long Beach Avenue, in
the sum of $51,500.00.
b. Request to accept contract of Tally Construction, Inc., 108
Powell Avenue, Rockville Centre, New York for Contract 00-10-BLDG-024,
for elevation of a residential home at 470 Roosevelt Avenue, in the
sum of $120,000.00.
PUBLIC HEARING TO BE CONVENED AT 8:00 pm
1. To amend the Code of the Incorporated Village of Freeport, by
amending Chapter 138, Article IV, entitled "Gardeners and
Landscapers."

COMMUNICATIONS
a. Request approval of Board of Trustees Minutes dated January 29,
2001 and February 5, 2001.
2. VILLAGE CLERK - Anna Knoeller
a. Request to set a Special Board of Trustees Meeting, March 21,
2001, 7:30 pm, for certification by the Board of Trustees declaring
the results of the March 20, 2001 election.
3. ELECTRIC UTILITIES - Hubert Bianco
a. Request to write off uncollectable electric bills, Fiscal Year
1998-1999, in the amount of $25,988.67 as per the Rules and
Regulations of the Public Service Commission, 17NYCRR.
4. TREASURER - Vilma I. Lancaster
a. Request authorization for Vilma Lancaster to attend the 2001
Government Finance Officers Annual Conference, March 28-30, 2001,
Colonie, New York, at a cost of approximately $750.00, plus
transportation.
5. AUDITOR - Thomas Preston
a. Request authorization for Thomas Preston to attend the 2001
Government Finance Officers Annual Conference, March 28-30, 2001,
Colonie, New York, at a cost of approximately $750.00, plus
transportation.
6. PUBLIC WORKS - Louis DiGrazia
a. Request resolution for Stirling and Lester Grade Raising and
Road Improvement Program, for various locations, in the amount of
$29,803.55, contractor F.D. Contracting Inc.
b. Request to advertise for bids in the Leader and other relevant
publications of general circulation for Woodcleft Avenue Esplanade on
March 1, 8, and 15, 2001, with a returnable date of March 27, 2001.
c. Request to accept the proposal of J.R. Holzmacher, 300 Wheeler
Road, Suite 303, Flauppauge, New York, to provide engineering services
for the Water Department for the project "Water System and
Supply" for a fee not to exceed $250,000.00.
d. Request to accept the contact "Replacement of Playground
Equipment at Martin Luther King Jr. Park" at a final cost of $1
14,901.58, with the retainage to be released upon the Village Board of
Trustees accepting this contract and the submitting and approval of a
10% maintenance bond.
e. Request to accept the contact "Brooklyn Avenue and North
Long Beach Avenue Road Improvement Project" at a fmal cost of$
1,208,822.90, with the retainage to be released upon the Village Board
of Trustees accepting this contract and the submitting and approval of
a 10% maintenance bond.
f. Request authorization for Louis DiGrazia, Robert Fisenne, and
Ken Claus to attend the American Water Works Association Annual
Conference, in Washington, D.C., June 17-21, 2001, at a cost of
approximately $1,000.00 per person, plus expenses.
g. Request to accept contract of Lynbrook Plumbing and Heating
Company, Inc., 267 Merrick Road, Lynbroolc, New York, for "Boiler
Conversions at Power Plant #1 and #2" at a final cost of
$76,740.00, with the retainage to be released upon Village Board of
Trustees accepting this contract and the contractor submitting a one
year maintenance bond.
7. POLICE DEPARTMENT - Michael Woodward
a. Request authorization for Wayne Giglio and Greg Moses to attend
High Impact Supervision Training Program in East Brunswick, New
Jersey, March 2 1-23, 2001, at an approximate cost of$ 1,364.00, plus
expenses.
8. VILLAGE COUNSEL - Harrison J. Edwards
a. Request to amend Vehicle and Traffic Regulations as follows:
Sec. 46— No stopping or standing at any time unless otherwise
indicated. No person shall stop, stand or park a vehicle within the
designated areas in the following streets at any time unless otherwise
indicated. DELETE: Atlantic Ave., north side, from westerly curbline
of Guy Lombardo Ave., west, for a distance of 128 ft. ADD: Atlantic
Ave., north side, from westerly curbline of Guy Lombardo Ave., west
for a distance of 220 ft.
9. FIRE DEPARTMENT - Raymond Maguire
a. Request authorization for Paul Russer, John Wensley, James
Butler, Julius Ellison, Donald Rowan, Richard Layton, Joseph Malone,
and Raymond Maguire to attend the Fire Department Instructors
Conference in Indianapolis, Indiana, February 28 to March 4, 2001, at
a cost of $300.00 per person, plus expenses.
