1. COMMUNICATIONS
a. Request approval of Board of Trustees Minutes dated July 2, 2001.
b. Request approval to reject bids and cancel proposals for the
removal of pools at Randall Park and Martin Luther King Park.
c. Request approval for Joanne Moustakos to hold a block on West
Fourth Street between South Main Street and the dead end, August 4,
2001, with a rain date of August 5, 2001, from 4:00 pm to 10:00 pm.
d. Request approval for Alison Corell to hold a block
on Polk Street between Guy Lombardo Avenue and Hudson Avenue, August 11,
2001, with a rain date of August 12, 2001, from 4:00 pm to 10:00 pm.
e. Request approval for Lori Zsunkan to hold a block party on
Roosevelt Avenue between Ray Street and Cedar Street, August 25, 2001,
with a rain date of August 26, 2001, from 2:00 pm to 8:00 pm.
f. Request approval for Diana Barnes to hold a block party on Lessing

2. VILLAGE COUNSEL - Harrison J. Edwards
a. Request to amend Vehicle and Traffic Regulations as follows: Sec.
24 - Stop Streets at locations other than main arteries of travel. ADD:
Maxson Avenue intersecting at North Long Beach Avenue.
b. Request to amend Vehicle and Traffic Regulations as follows: Sec.
41 - Parking prohibited at all times unless otherwise indicated. ADD:
Smith St., north side, beginning at westerly curbline of S. Bayview Ave.
for 155 feet in westerly direction, School Days from 8:00 am to 4:00 pm;
Bayview Ave., south, east side, from Smith St. north to Merrick Rd. from
8:00 am to 4:00 pm school days. DELETE: Bayview Ave., both sides, from
Smith St. north to Merrick Rd., from 8:00 am to 4:00 pm school days.
c. Request to amend Vehicle and Traffic Regulations as follows: Sec.
46 - No stopping or standing at any time unless otherwise indicated.
ADD: Bayview Ave., south, west side, from Smith St. north to Merrick Rd.
d. Request to amend Vehicle and Traffic Regulations as follows: Sec.
80 - Parking meter rates designated. ADD: Parking or standing a vehicle
in a designated space in a parking zone shall be lawful for one hour
upon a deposit of twenty-five cents of coin of the United States of
America. DELETE: parking or standing a vehicle in a designated space in
a parking zone shall be lawful for one-half hour upon a deposit of a
nickel (five cents) coin of the United States of America.
e. Request to amend Vehicle and Traffic Regulations as follows: Sec.
37.1 - Commuter parking, nonresident, issuance, display of tag; fee for
tag. ADD: (a) Any nonresident of the village shall have the opportunity
to apply for a tag or license by making application to the Village
Clerk. Number of tags determined by Village Board by resolution. Tag
shall entitle nonresident to park vehicle in places described in Sec.
36, if space shall be available. Tag or license not transferable. Tag
issued for one year commencing March 1 and ending last day of February.
(b) It shall be unlawful for any person to display said tag or license
on any other vehicle other than the vehicle for which it was issued. Any
violation is punishable pursuant to Sec. 1-10 of Code of the Inc.
Village of Freeport and a fine of not less than $50.00.
f. Request approval of Volunteer Firefighter Service Award Program
list and points for all 2000 active Volunteer Firefighters, and further
that the Mayor be authorized to sign any and all documents necessary to
effectuate this program.
g. Request to accept the offer in the amount of $571.25 from Jose A.
Escobar as full payment of Bill #M-1931, for the sum of $1,142.50, for
damage to two telephone poles.
h. Request to amend Vehicle and Traffic Regulations as follows: Sec.
23 - Stop streets at main arteries of travel. ADD: Bayview Avenue, north
intersecting at Pennsylvania Avenue.
i. Request to amend Vehicle and Traffic Regulations as follows: Sec.
23 - Stop streets at main arteries of travel. ADD: Pennsylvania Avenue
intersecting at Green Avenue.
j. Request to amend Vehicle and Traffic Regulations as follows: Sec.
49.1 - Tow-away zones. ADD: No person shall park a commercial vehicle or
trailer in any municipal parking field at any time after the established
limitations set forth in Sec. 61 - Parking time limits - in the Vehicle
and Traffic Regulations, unless otherwise indicated. Any commercial
vehicle parked in said municipal parking field shall be removed pursuant
to Sec. 4. k. Request that the Vehicle and Traffic Regulations Sec. 61
(b) (1) be amended as follows: Sec. 61 - Parking time limits. DELETE:
Field No. 20, east end of Bennington Ave. and Parking Field No. 12, on
the west side of Henry Street, south of Sunrise Highway.
3. ASSESSOR-Bernadine Quinton
a. Request to lower assessment on the 2001 final assessment roll for
Sec. 55, Blk. 227, Lot 317 from $3,000.00 to $899.00, and further that
the Treasurer make the above change on the 2001-02 tax roll and issue a
corrected tax bill.
b. Request to add a veteran's exemption to Sec. 62, Blk. 95, Lot 158
on the 2001 final assessment roll in the assessed value amount of
$750.00, and further that the Treasurer make the adjustment on the
2001-02 tax roll and issue a corrected tax bill.
4. PUBLIC WORKS - Louis DiGrazia
a. Request to award contract "Furnishing of One New Latest Model
Cargo Van" to Milea Truck Sales, 885 East 149th Street,
Bronx, New York, in the amount of $19,662.00.
b. Request to award contract "Two Latest Model Street
Sweepers" to Gannon Municipal Equipment Inc., 50 Big Island Road,
Florida, New York, in the total amount of $259,000.00.
c. Request to award contract "Furnishing of Two Latest Model
Dump Trucks" to Long Island Freightliner, 1365 Lakeland Avenue,
Bohemia, New York, for the total amount of $190,000.00.
d. Request to award the contract "Liquid
Hypochlorite Feed System" to Ben Electric Inc, 1815 Harrison
Avenue, Bay Shore, New York, in the amount of $98,800.00 total bid.
e. Request authorization to advertise for bids for "Roof
Restoration at Freeport Recreation Center" on August 2, 2001, in
the Leader and other relevant publications of general circulation with a
returnable date of August 21, 2001.
f. Request to accept the contract of B & A Demolition &
Removal, 70 New Street, Oceanside, New York, for "Demolition of 21
& 23 East Merrick Road" at a final cost of $96,960.00, with the
retainage to be released upon Village Board of Trustees accepting this
contract.
g. Request to accept the contract of Peter Scalamandre & Sons,
157 Albany Avenue, Freeport, New York, for "Woodcleft Avenue
Promenade and Road Improvement Project" at a final cost of
$4,677,099.00, with the retainage to be released upon Village Board of
Trustees accepting this contract and the submitting and approval of a
10% maintenance bond.
h. Request to accept the contract of Think Tank Consultants, 285 E.
Montauk Hwy., Hampton Bays, New York, for "Repairs to North West
Storage Tank" at a final cost of $89,642.81, with the retainage to
be released upon Village Board of Trustees accepting this contract and
the submittal of a 10% maintenance bond.

hang a banner at the Long Island Rail Road overpass at North Main Street
and Broadway, facing north, from July 9-28, 2001 to announce their
Community Fair.
c. Request from Church of God in Christ Little Zion to hang a banner
diagonally across Lake Avenue and Grand Avenue, from July 5, 2001 to
August 5, 2001 to announce their Annual Street Festival.

Transmission Main From Well No, 7 to North West Storage Tank", at a
final cost of $187,209.67, with the retainage to be released upon the
Village Board of Trustees accepting this contract and the submitting and
approval of a 10% maintenance bond.
4. BUILDING DEPARTMENT - Joseph Madigan
a. Request to accept the proposal from Russell C. Jordan, Architect,
44 Casino Street, Freeport, New York, to provide architectural services
for the project "Engineering/Architectural Design for the Elevation
of Residential Homes" for 307 Arthur St., for the sum of $2,900.00,
330 Branch Ave., for the sum of $2,900.00, 914 S. Long Beach Ave., for
the sum of $3,200.00, and 16 Westside Ave., for the sum of $2,900.00 and
further request to accept the proposal from RABCO Associates, 8 W.
Merrick Rd., Freeport, New York, to provide engineering services for the
project "Engineering/Architectural Design for the Elevation of
Residential Homes" for 5 Brunella St. for the sum of $3,400.00, 188
Garfield Pl., for the sum of $2,900.00, and 193 Gordon Pl. for the sum
of $3,200.00, and further that the Mayor be authorized to enter into an

a. Request to award bid "High Pressure Sodium Luminaries"
to Schwing Electric Corp., 122 Allen Blvd., Farmingdale, New York, in
the amount of $65,600.00.
b. Request to extend contract with Standard Law Enforcement Supply
Company for one year, until May 1, 2002, for Uniforms for the Freeport
Police Department.
