2. PUBLIC WORKS - Louis DiGrazia
a. Request to advertise Notice for Bids for "Installation of
SCADA for Freeport Water Department", in the Leader and other
relevant publications of general circulation, with a returnable date
of November 20, 2001.
b. Request to award contract "Roof Restoration at the Freeport
Recreation Center" be awarded to the lowest bidder Empire
Restoration, 230 Half Hollow Road, Dix Hills, New York, in the amount
of $260,017.00 total bid.
3. VILLAGE COUNSEL - Harrison J. Edwards
a. Request to amend Vehicle and Traffic Regulations as follows:
See. 24— Stop streets at locations other than main arteries of
travel. DELETE: Smith St. intersecting at Washington St. (during
school hours only) and Washington St. interesting at Smith St. (during
school hours only). ADD: Smith St. intersecting at Washington St. and
Washington St. intersecting at Smith St.
b. Request to amend Vehicle and Traffic Regulations as follows:
Sec. 41 — Parking prohibited at
all times unless otherwise designated. DELETE: Washington St., east
side, from Merriek Rd. to the southerly entrance of the parking field.
ADD: Washington St., east side, from Smith St. north to Merrick Rd.,
from 8:00 am to 4:00 pm, on school days.

5. SUPERINTENDENT OF ELECTRIC UTILITIES - Hubert M. Bianco
a. Request authorization to advertise for bids for the leasing of a
portion of the Power Plant No. 2 site to a developer for the
construction of two dual-fueled LM 6000, 44 Megawatt, generators, or
equivalent, together with the installation of necessary infrastructure,
subject to an option in favor of the Village of Freeport to purchase one
of said units at a future date, in the Freeport Leader and other
relevant publications on October 4, 2001, with a return date of said
bids of October 30, 2001, at 11:00 a.m., and with said bid
specifications to be available in the office of the Purchasing Agent
from October 9, 2001, through October 29, 2001 and subject to Village
Counsel’s review and approval

a. Request approval of Board of Trustees Minutes of August 6, 2001
and August 20, 2001.
b. Request from the Dime Savings Bank, 17 West Merrick Road, to hang
a banner in conjunction with their advertising campaign from September
11, 2001 until October 10, 2001.
2. VILLAGE COUNSEL - Harrison J. Edwards
a. Request approval of Intergovernmental Cooperation Agreement
granting an. easement to the Freeport Public Schools for the ten foot
wide strip of property located at 17 Smith Street and approval for the
placement of construction equipment at 17 Smith Street to effectuate
said easement, and further that the Mayor be authorized to sign any and
all documents necessary to effectuate this agreement.
b. Request authorization to enter into an agreement with Admit
Computer Services; Inc. to upgrade the Police Department’s IMPACT
records management system and switch to Admit’s Advance Mobile Online
program for a not-to-exceed cost of $4,000.00, and further that the
Mayor be authorized to sign any and all documents necessary to
effectuate this agreement.
c. Request to set a Public Hearing on October 22, 2001, at 8:00 pm
for a Local Law to amend Chapter 210, entitled "Zoning" by
adding a new Article XXVII, entitled "Artist/Professional Live/Work
Overlay District".
3. BUDGET AND PROCUREMENT - Teresa Baldinucci
a. Request to advertise a Notice to Bidders in the Leader and other
relevant publications of general circulation for "150,000 Gallons,
More or Less, No. 2 Fuel Oil - Gas
Turbine for the Electric Department" with a returnable date of
October 9, 2001.
b. Request to award bid "Emergency Board-Ups" to Cipco
Boarding Company, 30 Wood Street, Lynbrook, New York for one year with
an optional one year extension, in the amount of $500.00, which
represents pricing for standard Board-up requirements.
c. Request to award bid "Lot Clearances" to Villa
Construction & Sons, Inc., 19 Suffolk Street, Freeport, New York,
for one year, with an optional one year extension, in the amount of
$1,697.00, which represents pricing for standard Lot Clearances
requirements.
4. POLICE DEPARTMENT - Michael Woodward
a. Request to hold the 2001 Police Auction on September 29, 2001, in
the Police Garage area next to Police Headquarters, at 10:00 am, with
viewing from 9:15 am to 9:45 am, and further that the Clerk be
authorized to publish notice in the Leader, the Pennysaver and other
relevant publications of general circulation on September 20, 2001 and
September 27, 2001.
5. COMMUNITY DEVELOPMENT - Ellen Kelly
a. Request approval to extend the contract between Talty Construction
and the Freeport Community Development Agency for the removal of
exterior security gates until December 31, 2001, and further that the
Mayor be authorized to sign any and all documents necessary to
effectuate this agreement.
b. Request to advertise for Request for Proposals for Freeport
Hospital in the Leader, Newsday, Long Island Business News, Crain’s
New York Business, and other relevant publications of general
circulation with a returnable date of December 18, 2001.
c. Request to award bid Commercial Façade Rehabilitation Project #2,
Bid #01-08-FCDA-018, 9-15 West Sunrise Highway, to Talty Construction,
108 Powell Avenue, Rockville Centre, New York, in the amount of
$97,000.00.
d. Request authorization to award a Commercial Façade Rehabilitation
Grant, Project #2, Bid #01-08-FCDA-0l 8, to Ratan and Michele Halder,
for the rehabilitation work at 9-11 West Sunrise Highway, in the amount
of $54,500.00.
e. Request authorization for the Community Development Agency to
offer for sale the residential building lot located at 21 Colonial
Avenue.
6. PUBLIC WORKS - Louis DiGrazia
a. Request to advertise a Notice to Bidders for the "Furnishing
of One New Latest Model Utility Truck" for the Water Department in
the Leader and other relevant publications of general circulation with a
returnable date of October 9, 2001.
b. Request to advertise a Notice to Bidders for "Lillian Avenue
and Jesse Street Water Mains" in the Leader and other relevant
publications of general circulation with a returnable date of October 9,
2001.
c. Request to advertise a Notice to Bidders for "Window
Replacement at Village Hall, Phase 3" in the Leader and other
relevant publications of general circulation with a returnable date of
October 9, 2001.
d. Request to accept the proposal from Sprint Spectrum L.P., 1
International Boulevard, 8th
Floor, Mahwah, New Jersey, for a five-year contract with four
five-year renewals, for the installation of communications equipment on
the North East Water Tank for a monthly fee of $3,000.00 per month for
the first year, with a 3% annual increase throughout the life of the
agreement
7. BUILDING DEPARTMENT - Joseph Madigan
a. Request to advertise a Notice to Bidders for "Elevation of
Residential Homes", Contracts 01-10-BLDG-024, 025 and 026, in the
Leader and other relevant publications of general circulation, with a
returnable date of October 23, 2001.
