AGENDA  BOARD OF TRUSTEES MEETING • January 28, 2002

1. COMMUNICATIONS

a. Request approval of Board of Trustees Minutes dated January 14, 2002.

2. VILLAGE COUNSEL - Harrison J. Edwards

a. Request to set a Public Hearing to amend Chapter 210, of the Code of the Inc. Village of Freeport, entitled Zoning, by adding a new Section 210-176.B(5), to allow self-service gasoline stations within Industrial and Industrial B zoning districts, providing one gasoline dispenser is utilized for full service, on February 11, 2002, at 8:00 pm, and further that the Clerk be authorized to advertise in the Leader and other relevant publications of general circulation.

b. Request to set a Public Hearing on February 25, 2002, at 8:00 pm, on the application of the Freeport Community Development Agency as contract vendor with Time Equities Freeport Lofts LLC, pursuant to Sec. 2 10-262 of the Code of the Incorporated Village of Freeport, to consider issuing a Special Use Permit to the Freeport Community Development Agency for an "Artist/Professional Live/Work Overlay District" for property located at 70-72 South Main Street.

3. PUBLIC WORKS- Louis DiGrazia

a. Request approval of miscellaneous sidewalk resolution for South Bayview Avenue, South Brookside Avenue, and West 2nd Street Road Improvement to FD Contracting Corp., at a total cost of $63,806.30.

b. Request to award contract "Freeport Fire Department Asbestos Abatement Project" to the lowest bidder, Suburban Restoration Co., Inc., P.O. Box 28, Hawthorne, New Jersey, in the amount of$ 13,880.00 total bid.

4. POLICE DEPARTMENT - Michael Woodward

a. Request authorization to trade in two Harley Davidson motorcycles, one 1995 and one 1994, and further to purchase two new Harley Davisdon, year 2002, motorcycles, for a total cost of $13,480.00.

5. TREASURER - Vilma I. Lancaster

a. Request to publish receipt of Tax Roll and Warrant - Fiscal Year 3/1/2002 to 2/28/2003 in the Leader and other relevant publications of general circulation on February 14, 2002 and February 21, 2002.

1. COMMUNICATIONS

a. Request approval of Board of Trustees Minutes dated December 17, 2001 and January 7, 2002.

b. Request from Douglas Soffey to hang two grand opening banners for Shan’s Cozy Café, 360 Atlantic Avenue, from January 14, 2002 to February 12, 2002.

2. COUNSEL - Harrison J. Edwards

a. Request authorization to set a Public Hearing to amend the Code of the Incorporated Village of Freeport, Chapter 78, new Section 78-15 to grant the authority to the Freeport Police Department, the Superintendent of Buildings and, by agreement, the Nassau County Society for the Prevention of Cruelly to Animals, to enforce the provisions of Chapter 78 of the Code of the Incorporated Village of Freeport, on February 11, 2002, at 8:00 p.m., and further that the Clerk be authorized to advertise in the Leader and other relevant publications of general circulation.

3. PUBLIC WORKS - Louis DiGrazia

a. Request to accept proposal from Sidney B. Bowne & Son, 235 East Jericho Turnpike, Mineola, New York, to provide surveying and drafting services for the Department of Public Works necessary to prepare construction plans for the 2002-2003 Road Improvement Project at a lump sum of $20,200.00.

b. Request to accept the contract of Techcon Contracting Inc., 336 Maple Avenue, Westbury, New York, for "North East Park Tennis Court Rehabilitation" in the amount of $229,956.00, total bid.

c. Request to accept contract of SPM Sanitation, Inc., 685 North Queens Avenue, Lindenhurst, New York, for "Solid Waste and Recyclable Materials Collection and Disposal Service Contract" in the amount of $998,898.48 total bid for the first year of a five year contract, with the annual contract amount to increase in accordance with the contract specifications.

d. Request to advertise a notice to bidders for "Construction of Water Department Well 4A — Contract No. I — Well and Well Pump" in the Leader and other relevant publications of general circulation with a returnable date of February 13, 2002.

e. Request to accept the contract of Layne Christensen Company for the "Rehabilitation of Wells #3,5, and 9" at final cost of $l66,285.00, with the retainage to be released upon the Village Board of Trustees accepting this contract and the submitting and approval of a 10% maintenance bond.

4. POLICE DEPARTMENT — Michael Woodward

a. Request to purchase a speed monitoring trailer at a not-to-exceed cost of $14,000.00, and further that the Mayor be authorized to sign any and all documents necessary to effectuate said purchase.

a. Request to advertise a notice to bidders for "The Renovation of Commercial Façade Property Located at 49 Church Street" in the Leader, Newsday, and other relevant publications of general circulation with a returnable date of February 13, 2002.

6. ASSESSOR — Bernadine Quinton

a. Request to lower assessment on Sec. 62, BIk. 98, Lot 453 (11 Overton Street) from $5,950.00 to $5,660.00 on the 2001 and 2002 assessment roll, and further to refund any overpayment of taxes for the 200 1/2002 tax year.
