1. COMMUNICATIONS

a. Request approval of the Board of Trustees Minutes dated February 11,2002.

b. Request authorization for the Village of Freeport to enter into a Professional Services Contract with the Long Island Arts Council at Freeport, Inc., for the sum of $30,000.00, for a one-year period, from March 1, 2002 through February 28, 2003.

2. PUBLIC WORKS - Louis DiGrazia

a. Request to transfer $21,000 from Contingency Account #1990.401 -Central Garage to Account #1640.404 - Maintenance of Vehicles and Equipment.

3. COMMUNITY DEVELOPMENT - Ellen R. Kelly

a. Commercial Façade Rehabilitation Project #3 Bid #02-02-FCDA-038, 49 Church Street, recommendation to reject all bids and readvertise.

4. BUDGET AND PROCUREMENT - Teresa Baldinucci

a. Request to advertise a notice to bidders for "Fire Apparatus for Fire Department: One Masked Services Unit Van" in the Leader and other relevant publications with a returnable date of March 26, 2002.

b. Request to advertise a notice to bidders for "Fire Apparatus for Fire Department: One New Personnel Carrier Van" in the Leader and other relevant publications with a returnable date of March 26, 2002.

PUBLIC HEARING TO BE CONVENED AT 8:00 P.M.

Application of the Freeport Community Development Agency as contract vendor with Times Equities Freeport Lofts LLC, pursuant to Sec. 2 10.262 of the Incorporated Village of Freeport, to consider issuing a Special Use Permit to the Freeport Community Development Agency for an "Artist/Professional Live/Work Overlay District" for property located at 70-72 South Main Street.

1. COMMUNICATIONS

a. Request approval of Board of Trustees Minutes dated February 4, 2002.

b. Request from William Clinton Story Post, No. 342 to appoint Charles Jackson as Chairperson of the Freeport Memorial Day Parade, to be held on May 27, 2002.

2. ELECTRIC UTILITIES - Hubert Bianco

a. Request to write off uncollectable customer accounts for the Fiscal Year 1999-2000 in the amount of $29,979.45 as per the Rules and Regulations of the Public Service Commission

3. COMMUNITY DEVELOPMENT - Ellen Kelly

a. Request to set a public hearing on March 11, 2002, at 8:00 pm to obtain citizen input into the Community Development Block Grant Program, year 2002-2003.

b. Request resolution to enter into agreement between the Incorporated Village of Freeport and the County of Nassau for the purpose of allocating the sum of $110,000.00 HOME Investment Partnerships Act grant funds for the rehabilitation/construction of single family public housing units, and further that the Mayor be authorized to execute any and all documents necessary to effectuate this agreement.

4. PUBLIC WORKS - Louis DiGrazia

a. Request to award bids for Sale of Surplus Vehicles —2001 as follows:

Item 1: 1994 Mobile Sweeper awarded to International Transtation Equite Exports, 1-A Bahana Street, Lindenhurst, New York, in the amount of $4,100.00.

Item 2: 1995 Mobile Sweeper awarded to International Transtation Equite Exports, 1-A Bahana Street, Lindenhurst, New York in the amount of $6,900.00

Item 3: 1985 Galion Roller awarded to International Transtation Equite Exports, 1-A Bahana Street, Lindenhurst, New York in the amount of $775.00

Item 4: 1987 Chevrolet Dump Truck awarded to Arthur Burdette, care of 40 North Ocean Avenue, Freeport, New York in the amount of $851.02

Item 5: International Tractor awarded to Del Graz Enterprises, D/B/A R& R Landscaping, 81 Brightside Avenue, Central Islip, New York in the amount of$ 1,560.00

Item 6: Gravely Tractor awarded to International Transtation Equite Exports, 1-A Bahana Street, Lindenhurst, New York in the amount of 50.00

Item 7: Gravely Tractor awarded to International Transtation Equite Exports, 1-A Bahana Street, Lindenhurst, New York, in the amount of $50.00

b. Request to amend Vehicle and Traffic Regulations as follows: Sec. 42 Two-hour parking at all times unless otherwise indicated. DELETE: Long Beach Avenue, North, east side, beginning at a point 420 feet north of northerly curbline of Randall Avenue, north, for a distance of 260 feet.

c. Request to amend Vehicle and Traffic Regulations as follows: Sec. 41 Parking prohibited at all times unless otherwise designated. ADD: Long Beach Avenue, north, east side, from Randall Avenue to Lena Avenue.

PUBLIC HEARING TO BE CONVENED AT 8:00 pm

1. To amend the Code of the Incorporated Village of Freeport, Chapter 78, new Section 78-15, to grant the authority to the Freeport Police Department, the Superintendent of Buildings and, by agreement, the Nassau County Society for the Prevention of Cruelty to Animals, to enforce the provisions of Chapter 78.

2. To amend Chapter 210, of the Code of the Incorporated Village of Freeport, entitled Zoning, by adding a new Section 210-176.B(5), to allow self-service gasoline stations with Industrial and Industrial B Zoning districts, providing one gasoline dispenser is utilized for full service.

1. COMMUNICATIONS

a. Request approval of Board of Trustees Minutes dated January 28, 2002.

2. PUBLIC WORKS - Louis DiGrazia

a. Request to advertise a notice to bidders for "Annual Catch Basin & Road Panel Contract March 1, 2002 to February 28, 2004" in the Leader and other relevant publications of general circulation with a returnable date of February 26, 2002.

b. Request resolution that the action taken to repair sanitary sewer pipe designated as Sanitary Sewer Line 112, at the intersection of Atlantic Avenue and Roosevelt Avenue, be declared an emergency, and further pursuant to General Municipal Law Sec. 103(4) request that the action taken by the Superintendent of Public Works for this emergency repair be approved.

c. Request to transfer $75,000.00 from Contingency Account 1990.40 1 to Sewer Account 8 120.428 Service Contracts and Repairs.

d. Request to advertise a notice to bidders for "2002-2003 Tree Planting Contract" in the Leader and other relevant publications of general circulation with a returnable date of March 5, 2002.

e. Request to advertise a notice to bidders for "2002-2003 Tree Removal Contract" in the Leader and other relevant publications of general circulation with a returnable date of March 5, 2002.

f. Request to advertise a notice to bidders for "2002-2003 Asphalt Paving Contract" in the Leader and other relevant publications of general circulation with a returnable date of March 5, 2002.

g. Request to accept proposal of J.R. Holzmacher, 330 Wheeler Road, Suite 303, Hauppauge, New York, to provide engineering services for the Recreation Department necessary for the project "Chlorination and Filtration Upgrades to Village Pools" for a fee not to exceed $17,500.00

3. VILLAGE COUNSEL - Harrison J. Edwards

a. Request resolution for SEQRA purposes on declaration of surplus and sale of surplus property relative to Municipal Lot #3.

b. Request resolution determining that Municipal Lot #3 is surplus property.

c. Request resolution authorizing the Mayor to sign a contract of sale to BCP Associates, LLC of a portion of Municipal Lot #3.

d. Request resolution authorizing the Mayor to sign a contract of sale for the remaining portion of Municipal Lot #3 to BRTD Corp. and Nu-Merit Electric Supplies, Inc.

e. Request resolution for SEQRA purposes relative to a determination of surplus property and sale thereof relative for a portion of Municipal Lot #22.

f. Request resolution determining that a portion of Municipal Lot #22 is surplus municipal property.

g. Request resolution authorizing the Mayor to sign a contract of sale with Nattick N.Y. Nassua Realty Corp. for a portion of Municipal Lot #22 for development and use as a gasoline station to be operated in conjunction with BJs Wholesale Club.
