COMMUNICATIONS
a. Request approval of Board of Trustees Minutes dated March 18,
2002.
b. Request from Freeport Hudson Anglers, Inc. to hang a banner on Guy
Lombardo Avenue and Front Street and to hang a banner on South Main
Street and Franklin Square from May 17, 2002 to June 17, 2002 to
announce the annual shark fishing tournament, and further request the
Electric Department assist in the hanging of the banners.
2. PUBLIC WORKS - Louis DiGrazia
a. Request to award contract "2002-2003 Tree Planting
contract" be awarded to the lowest bidder, Trugreen Landcare LLC,
300A Spagnoli Road, Melville, New York, in the amount of $202,000.00
total bid.
b. Request approval of miscellaneous sidewalk resolution for Garfield
Street Grade Raising & Road Improvement Project for various
properties to FD Contracting, in the amount of $60,101.50.
c. Request to advertise for bids for "Installation of Two
Pavilions at Randall Park" in the Leader and other relevant
publications of general circulation with a returnable date of April 23,
2002.
d. Request to advertise for bids for "Randall Park Utility
Building" in the Leader and other relevant publications of general
circulation with a returnable date of April 23, 2002.
e. Request to advertise for bids for "Randall Park and Glacken
Park Ball field Lighting" in the Leader and other relevant
publications of general circulation with a returnable date of April 23,
2002.
f. Request to accept proposal of Lucchesi Engineering, 32B Nancy
Street, West Babylon, New York, to provide surveying and drafting
services necessary to prepare construction plans for "Casino/Cedar
Grade Raise and Road Improvement Project" for a lump sum of
$21,875.00.
3. COMMUNITY DEVELOPMENT - Ellen Kelly
a. Request to award bid for "Commercial Faade Rehabilitation
Project #3", Bid #02-03-FCDA-006, 49 Church Street, to the lowest
responsible bidder, Talty Construction, 108 Powell Avenue, Rockville
Centre, New York, in the amount of $46,000.00.
4. COUNSEL - Harrison J. Edwards
a. Request resolution authorizing Mutual Assistance Agreement between
the Incorporated Village of Freeport and the Villages of Valley Stream,
Lynbrook, Malverne and East Rockaway to provide mutual assistance to
these listed municipalities in the ease of any emergency requiring
additional equipment or manpower, and further that the Mayor be
authorized to execute any and all documents necessary to effectuate this
agreement, effective March 25, 2002.
PUBLIC HEARING TO BE CONVENED AT 8:00 PM
1. To consider a local law to amend Chapter 155 entitled "Peace
and Good Order" of the Code of the Inc. Village of Freeport, by
adopting a new article IX entitled "Parking on Certain Private
Property".
2. To consider a local law to amend the Code of the Incorporated
Village of Freeport, Chapter 86, entitled "Building
Construction", by amending Article I, by adopting a new Section
86-7.1, entitled "Moratorium on Wireless Telecommunication
Towers".

1. VILLAGE COUNSEL - Harrison J. Edwards
a. Request authorization to set a public hearing on March 25, 2002 at
8:00 p.m., to consider a local law to amend Chapter 155 of the Code of
the Incorporated Village of Freeport, New York, entitled "Peace and
Good Order" by adopting a new Article IX, entitled "Parking on
Certain Private Property".
b. Request authorization to set a public hearing on March 25, 2002,
at 8:00 p.m. to consider a local law to amend Chapter 86 of the Code of
the Incorporated Village of Freeport, New York, entitled ‘Building
Construction" by amending Article 1, by adopting a new Section
86-7.1, entitled "Moratorium on Wireless Telecommunication
Towers"
2. PUBLIC WORKS - Louis DiGrazia
a. Recommend the contract "2002 Catch Basin & Concrete Road
Panel Contract" be awarded to the lowest bidder, Nicolino
Construction, 555 Southside Avenue, Freeport, New York, 11520 in the
amount of $118,425.00 total bid.
b. Request authorization to advertise a Notice to Bidders in the
Leader and other relevant publications of general circulation for the
contract "2002 Fence Contract" on March 21, 2002 with a
returnable date of April 2, 2002.
c. Request to advertise a Notice to Bidders in the Leader and other
relevant publications of general circulation for the contract
"Latest Model Dump Body With Integral Conveyor" on March 21,
2002, with a returnable date of April 2, 2002.
d. Request to award contract "2002-2003 Tree Removal
Contract" to the lowest bidder, A-i Tree and Shrub Service, Inc.,
363 North Main Street, Freeport, New York, 11520 in the amount of
$82,750.00 total bid.
e. Recommend the contract "Construction of Well No.4A-Contract
No.1 -Well and Well Pump" be
awarded to the lowest bidder, Layne Christensen, Company, 1126 Lincoln
Avenue, Holbrook, New York 11741, in the amount of $253,605.00 total
bid,
f. Request to advertise a Notice to Bidders in the Leader and other
relevant publications of general circulation for the contract
"Restoration of Natorium Ceiling at the Freeport Recreation
Center" on March 14, 2002, with a returnable date of April 2, 2002.
PUBLIC HEARING TO BE CONVENED AT 8:00 PM
To obtain citizen input into the Community Development Block Grant
Program, year 2002-2003.

1. COMMUNICATIONS
a. Request approval of Board of Trustees Minutes dated February 25,
2002 and February 28, 2002.
b. Request from Our Holy Redeemer Church to hold a procession on
March 29, 2002, from 7:30 p.m. to 11:30 p.m., beginning on South Ocean
Avenue, proceeding west on Pine Street, to South Long Beach Avenue,
south on South Long Beach Avenue to Smith Street, east on Smith Street
to Guy Lombardo Avenue, north on Guy Lombardo Avenue, to Pine Street,
west on Pine Street, back to the front of the church on South Ocean
Avenue, and further request approval for Police Department overtime in
the amount of $2,239.00.
c. Request from the Freeport Little League, Inc., to hold an Opening
Day Parade, April 13, 2002, from 9:00 a.m. to 11:00 a.m., assemble at
Madison Avenue, between Pine Street and West Merrick Road, proceeding
west along Pine Street crossing South Brookside Avenue to Freeport High
School, and further request auxiliary police to provide traffic control
and two fire trucks to provide escort to the parade.
d. Request from Word of Life Ministries to hold a Children’s Fair,
in Parking Field # 2, on June 15, 2002, from 10 a.m. to 4:00 p.m., and
further that a clear lane in the south portion of Parking Field #2, be
kept clear for emergency vehicles.
e. Request permission for Freeport American Legion, William Clinton
Story Post #3 42, to conduct the Annual Memorial Day Parade on May 27,
2002, from 9:30 a.m. to 1:00 p.m., assemble on South Brookside Avenue,
Center Street, Lexington Avenue, Pine Street and Porterfield Place,
proceeding on South Brookside Avenue to West Merrick Road, east on West
Merrick Road to Freeport Memorial Library.
2. VILLAGE COUNSEL - Harrison J. Edwards
a. Request authorization to enter into agreement between the
Incorporated Village of Freeport and the Nassau County Police Department
for a forfeited vehicle transfer of a 1993 Ford Taurus.
b. Request authorization to enter into agreement between the
Incorporated Village of Freeport and the Nassau County Police Department
for a forfeited vehicle transfer of a 1988 Acura Legend.
3. PUBLIC WORKS - Louis DiGrazia
a. Request to award contract "Wilson Place Road Improvement
Project" to the lowest bidder, F.D. Contracting Corp., 8 Rumson
Road, Massapequa, New York, in the amount of $346,924.05 total bid.
c. Request authorization to purchase for the Sanitation Department
under the New York State Contract two Chevrolet Impala four door sedans,
at a cost of $15,634.00 per vehicle, and one Dodge Durango four-wheel
drive vehicle at a cost of $22,098.00.
d. Request authorization to purchase for the Water Department under
the New York State Contract one Dodge Durango four-wheel drive vehicle,
at a cost of $22,098.00.
