COMMUNICATIONS
a. Request approval of Board of Trustees Minutes of April 22, 2002.
2. VILLAGE CLERK - Anna Knoeller
a. Request to refer application for rezoning of 255 Hudson Avenue,
Sec. 62, Block 93, Lots 466-478 to the Village of Freeport Planning
Board for their recommendation.
3. VILLAGE COUNSEL - Harrison J. Edwards
a. Request that the Vehicle and Traffic Regulations, Section 54-A —
Handicap parking on Public Street, be amended to add: Frederick Avenue,
west side, beginning at a point 120 feet from the southerly curbline of
Gill Avenue for a distance of 22 feet in a southerly direction.
b. Request approval of the Fire Department Service Award Program.,
2001 Year End Report, and further that the Mayor be authorized to sign
any and all necessary documents.
c. Request resolution that the fee for dishonored checks which is
currently $15.00 per dishonored check be amended to $20.00 per
dishonored check.
d Request resolution to authorize sale of $80,000.00 in municipal
bonds for the construction of buildings within the Village.
e. Request resolution to authorize sale of $800,000.00 in municipal
bonds for the purchase of fife fighting vehicles and apparatus.
f. Request resolution to authorize sale of $55,000.00 in municipal
bonds for the construction or reconstruction of various curbs, sidewalks
or gutters of brick, stone or concrete to provide ramps for the disabled
to comply with the Americans with Disabilities Act.
g. Request resolution to authorize sale of $47,500.00 in municipal
bonds for the purchase of an incident command vehicle for use by the
Fire Department.
h. Request resolution to authorize sale of $132,000.00 in municipal
bonds for the construction of an addition or additions to or the
reconstruction of buildings at Village Hall.
i. Request resolution to authorize sale of $4,400,000.00 in municipal
bonds for the construction, reconstruction, resurfacing and widening of
various highways, roads and streets within the Village.
j. Request resolution to authorize the sale of $558,000.00 in
municipal bonds for construction or reconstruction of bulkheads on
navigable waterways in the Village.
k. Request resolution to authorize sale of $515,000.00 in municipal
bonds for improvements to various public parks, playgrounds and
recreational areas in the Village.
l. Request resolution to authorize sale of $350,000.00 in municipal
bonds for the removal, rehabilitation and replacement of ornamental
shade trees within the Village.
m. Request resolution to authorize $1,000,000.00 in municipal bonds
for the payment of certain tax certiorari judgments.
n. Request resolution to authorize $200,000.00 in municipal bonds for
the purchase of various machinery and apparatus for use within the
Village.
o. Request resolution to authorize $122,000.00 in municipal bonds for
additions to or reconstruction of class "A" buildings.
p. Request resolution to authorize $100,000.00 in municipal bonds for
the construction of an addition or additions to or the reconstruction of
buildings.
q. Request resolution to authorize $1,680,000.00 in municipal bonds
for the construction or reconstruction of or addition to water supply or
distribution systems.
4. PUBLIC WORKS - Louis DiGrazia
a. Request to advertise for "2002 Road Improvement Project"
in the Leader and other relevant publications of general circulation
with a returnable date of June 4, 2002.
b. Request to accept the contract of Frank Robustello & Son, Inc.
for "Freeport Recreation Center Parking Lot Extension" at a
fmal cost of $317,952.60, with the retainage to be released upon Village
Board of Trustees accepting this contract and the submitting and
approval of a 10% maintenance bond.
5. ASSESSOR — Bernadine Quinton
a. Request to correct assessed value amount of Disabled Veteran
Exemptions for various properties and further request to send corrected
tax bills.

1. COMMUNICATIONS
a. Request approval of Board of Trustees Minutes dated April 15,
2002.
b. Request from New York Marine Trades Association to hang a banner
on South Main Street and Guy Lombardo Avenue from April 16-29, 2002,
announcing the In-Water Boat Show at the Guy Lombardo Marina, and
further that the Electric Department assist in the hanging of the
banner.
2. VILLAGE COUNSEL - Harrison J. Edwards
a. Request approval of agreement for Collateral for Bank Deposits
between Citibank and the Incorporated Village of Freeport and further
that the Mayor be authorized to sign any and all documents necessary to
effectuate this agreement.
3. PUBLIC WORKS - Louis DiGrazia
a. Request to award contract for the Sale of Surplus Vehicles —
2001, Item 5, to International Transtation Equite Exports, 1-A Bahana
Street, Lindenhurst, New York, in the amount of $500.00 total bid.
b. Request to award contract "2002 Latest Model Dump Body with
Integral Conveyor to the lowest bidder, Trius, Inc., 458 Johnson Avenue,
Bohemia, New York, in the amount of $15,887.00 total bid.
c. Request to accept contract of F.D. Contracting for Garfield Street
Road Improvement Project at a final cost of $580,723.97, with the
retainage to be released upon the Village Board of Trustees accepting
this contract and the submitting and approval of a 10% maintenance bond.
4. BUDGET AND PROCUREMENT - Teresa Baldinucci
a. Request to award bid Mask Service Unit Van for the Fire Department
to Bruno Truck Sales, 435 Hamilton Avenue, Brooklyn, New York, in the
amount of $21,498.00.
b. Request to award bid One New Personnel Carrier Van for the Fire
Department to Emergency Vehicles, Inc., 705 13th Street, Lake Park,
Florida, in the amount of $100,842.00.
PUBLIC HEARING TO BE CONVENED AT 8:00 PM
1. To consider a local law to amend Chapter 155 entitled "Peace
and Good Order" of the Code of the Incorporated Village of Freeport,
by adopting a new Article I entitled "Parking on Certain Private
Property".
2. To consider a local law to amend Chapter 86 of the Code of the
Incorporated Village of Freeport entitled "Building
Construction", by amending Article I, by adopting a new Section
86-7.1, entitled "Moratorium on Wireless Telecommunications
Towers". |

a. Request approval of Board of Trustees Minutes of March 25, 2002
and April 8, 2002.
b. Request to cancel Little League Parade, which was scheduled for
April 13, 2002 and approved by the Board on March 4, 2002, and
reschedule for April 20, 2002, from 9:00 am to 11:00 am.
c. Request from Freeport Rotary Club to hold a carnival May 3, 2002
from 6:00 pmto 11:00 pm, May 4,2002, from 12:00 noon to 11:00 pm,, and
May 5, 2002, from 12:00 noon to 10:00 pm in the Freeport Train Station
Plaza East Parking Lot, and further that the proper insurance be
provided.
2. VILLAGE CLERK - Anna Knoeller
a. Request approval of miscellaneous Sidewalk Resolution for various
locations to Armand Cement Contracting Co., Inc. at a total of
$8,594.59.
3. VILLAGE COUNSEL - Harrison J. Edwards
a. Request approval of the contract agreement with the County of
Nassau Traffic Safety Board for participation in the STOP-DWI Program
for the calendar year 2002, and further request the Mayor is authorized
to sign any and all documents necessary to effectuate this agreement.
0b. Request resolution that the offer regarding the claim against Li
Jun Dai in the sum of $2,495.95 for Bill #M-1942 for damage to a 1995
Ford vehicle owned by the Village of Freeport, be settled in full and
final satisfaction for the sum of $1,720.67.
4. COMMUNITY DEVELOPMENT - Ellen Kelly
a. Request approval to award a commercial façade rehabilitation
grant to Babu Moses, 49 Church Street, in the amount of $23,000.00.
b. Request approval to award an additional grant of $6,825.00 to
Ratan Halder, 9-11 West Sunrise Highway, for commercial façade
rehabilitation.
c. Allocation 28 thProgram Year of the Community Development Block
Grants for FY 2002-2003.
5. PUBLIC WORKS - Louis DiGrazia
a. Request to advertise for bids for Window Replacement at Village
Hall — Phase 4, in the Leader and other relevant publications of
general circulation with a returnable date of May 14, 2002.
