Establishment of the Annual Meeting, the Budget Hearing
and The
Annual Budget Vote and Trustee Election
RESOLVED that the Board of Education hereby establishes the Annual
Meeting, the Budget Hearing and the Annual Budget Vote and Trustee
Election as prescribed in the attached resolution.
WHEREAS Chapter 644 of the Laws of the State of New York, amends
the Education Law by adding a new section, 2022-a, Vote on Monetary
Matters, which requires that a union free school district in a county
with a population of one million or more, holding the election of board of
education or board of trustees members, the vote upon the appropriation of
the necessary funds to meet the estimated expenditures, or on propositions
involving the expenditure of money, or authorizing the levy of taxes,
provides that such election shall be held on the third Tuesday in May,
(May 16, 2000)
AND WHEREAS this act took effect January 1, 1996, and applies to
the annual meeting, annual election for board of education or board of
trustees members and annual budget vote or referendum held on or after
such effective date, BE IT RESOLVED, that the Board of Education of
the Freeport Union Free School District shall hold a budget hearing on May
3, 2000 at 7:30 PM.
AND BE IT FURTHER RESOLVED that the Clerk of the Board shall be,
and is hereby directed to have notices of the Annual Budget Vote and
Election to be held on May 16, 2000, published in the Official Papers of
the District. These papers shall be The Freeport Baldwin Leader and
The Long Island Graphic, two newspapers having general circulation
within the District. Said publications shall be at least four times and on
the dates as listed for each newspaper. The Freeport Baldwin Leader shall
be March 30, April 6, April 20, and May 4, 2000, or an alternate date
within the required notification period. The Long Island Graphic shall
be March 29, April 5, 19, and May 3, 2000, or an alternate date within the
required notification period, and the Clerk of the Board of Education
shall have notices of the May 3, 2000 Budget Hearing published in the
Official Papers of the District. Said publications shall be at least four
times and on the dates as listed for each newspaper. The Freeport
Baldwin Leader shall be on the dates as listed for the notice of the
annual budget vote and election or an alternate date within the required
notification period. The Long Island Graphic shall be on the dates
as listed for the notice of the annual budget vote and election or an
alternate date within the required notification period.
FURTHER RESOLVED that the Board of Registration shall meet in
accordance with the Laws of the State of New York on May 1, 2000, in the
designated polling places between the hours of 2 o’clock p.m. and 8 o’clock
p.m. (local time). This Board of Registration shall also meet on May 2 and
May 3, 2000, in the Administration Building between the hours of 2 o’clock
p.m. and 8 o’clock p.m. (local time).
AND FURTHER RESOLVED that this Board of Education determines that
voting machines are to be used for the purpose of recording the vote at
said meeting of the District to be held on May 16, 2000, between the hours
of 6 o’clock a.m. and 9 o’clock p.m. (local time), pursuant to the
provisions of the Education Law, and the Clerk of the District is hereby
directed to procure such machines as may be necessary for use at said
meeting.
BE IT RESOLVED that nominations for the Office of School Trustee
shall be filed with the School District Clerk, Administration Building, on
or before 5 o’clock p.m. (local time) April 17, 2000, and shall contain
at least thirty-three (33) signatures of qualified voters.
FURTHER RESOLVED that a lottery shall take place on April 18, 2000,
at 10:00 am. for the purpose of determining candidate placement on the
ballot.
BE IT RESOLVED that all questions and propositions for the conduct
of the meetings and elections, other than those for the Office of School
Trustee) which the qualified voters of the District desire to be placed on
the voting machines, shall be filed with the School District Clerk,
Administration Building, on or before 5 o’clock p.m. (local time) March
31, 2000, upon the presentation of a petition signed by at least
eighty-four (84) qualified voters of the School District.
BE IT RESOLVED that absentee ballots will be provided for the
election of Board members and Budget Vote, in accordance with Education
Law of the State of New York, §2018-a.
NOTICE IS FURTHER GIVEN
that a Proposition in substantially the following form
shall be presented to the qualified voters of
the District at such Annual District Meeting and Election:
RESOLVED:
(a) that the Board of Education of the Freeport
Union Free School District, in the County of Nassau, New York (the
"District") is hereby authorized to undertake a project (the
"Project") as described in a revised plan (the "Revised
Plan"), available for public inspection in the office of the District
Clerk, providing for (i) the construction of additions and/or alterations
and improvements to Freeport High School, including the construction of
new classrooms, science, faculty and other space; interior reconstruction
and space reconfiguration; the installation of new
lockers, flooring
and bleachers;
improvements to enhance accessibility for the physically challenged; and
recreation improvements including track
resurfacing, at the estimated maximum cost of
$11,503,000;
(ii) the construction of additions and/or alterations and improvements to
all other District buildings and sites thereof, including construction of
new classrooms, library and other space; the installation of elevators;
improvements to the heating, ventilation and air conditioning and lighting
systems; ceiling replacement; technology infrastructure improvements;
interior and exterior reconstruction; new bleachers and scoreboard; and
recreation and site improvements, at the estimated maximum cost of $8,097,000;
and (iii) the construction of the New Visions Elementary School on a
parcel of land owned by the District located on Raynor Street and
heretofore designated as the site of an elementary school building, at the
estimated maximum cost of $16,000,000;
all of the foregoing to include the original equipment, furnishings,
machinery, apparatus and ancillary or related site and other work required
in connection therewith; and to expend therefor, including preliminary
costs and costs incidental thereto and the financing thereof, of an amount
not to exceed the estimated total cost of $35,600,000; provided the
estimated costs set forth in the Revised Plan
may be reallocated among the various District Buildings and components of
the Project if the Board of Education shall determine that a reallocation
is in the best interests of the District, provided that the aggregate
amount to be expended shall not exceed the $35,600,000 estimated total
cost of the Project and no material change shall be made in the scope and
purpose of the Project;
(b) that a tax is hereby voted therefor in the
amount of not to exceed $35,600,000 to finance such cost, such tax to be
levied and collected in installments in such years and in such amounts as
shall be determined by said Board of Education;
(c) that in anticipation of said tax, bonds of
the District are hereby authorized to be issued in the principal amount of
not to exceed $35,600,000 and a tax is hereby voted to pay the interest on
said bonds as the same shall become due and payable, provided, however,
that New York State Building Aid funds anticipated to be received by the
District for the Project are expected to offset a substantial portion of
such taxes; and
(d) that in the event this Proposition is
approved, the 2000-2001 General Fund Operating Budget of the District
shall be reduced by the amount of $1,800,000, said amount having been
included in such Operating Budget to pay for classroom additions at the
Freeport High School.
