Dear Madam Clerk,
| It is
essential to the maintenance of a democratic society that the
public business be performed in an open and public manner and that
the citizens of this state be fully aware of and able to observe
the performance of public officials ... and listen to the
deliberations and decisions that go into the making of public
policy. The people must be able to remain informed if they are to
retain control over those who are their public servants. It is the
only climate under which the commonweal will prosper and enable
the governmental process to operate for the benefit of those who

It is in this spirit that in the name of
all the qualified voters of the Freeport Union Free School District that
have signed the annexed petitions, I respectfully request, that pursuant
to the laws of NYS, the District's by-laws and the duly passed Board
resolution of March 22, 2000, that the following Proposition in
substantially the following form shall be presented to the qualified
voters of the District at the Annual Meeting and Election of May 16, 2000.
RESOLVED:

That the
District Policy Manual be posted on the District web site
www.freeportschools.org.

That all notices of
"emergency" or "special" meetings of the Board of
Education ("Board") be posted on the District web site, in a
place linked to the index page with a radio button entitled
"Emergency and Special meetings of the Board."

All meetings of the
Board, for which a quorum is present, be video taped from gavel to
gavel, and that two copies of said tapes be given to the library
within two business days of said meeting. Furthermore, the minutes of
said meetings will be posted on the District web site within the time
limits required by law.
